Frozen
All 11 constitutional specifications are frozen — immutable artifacts (the 10 layer specs + CORE-LD). The URS LD family (9 documents) evolves under governed derivation: 1 frozen (CORE-LD), 1 frozen-readiness, 7 draft.
Derived
Nothing is invented. Every axiom, invariant, and rule traces through a derivation chain to the USCP primitives.
Verifiable
